Foresight Conference in Japan

National Institute of Science and Technology Policy (NISTEP) organized the Second International Conference on Technology Foresight on “The 3rd Generation Foresight and Prioritization in S&T Policy” on 27-28 February 2003. The Conference was an extension of the first one in 2001. The discussion focused that year was “The Approach to and the Potential for New Technology Foresight”. Notably, it is honored privilege that the APEC Center for Technology Foresight was invited to be the co-organizer of both events.

The Executives and staff of the APEC CTF were delightedly prepared for papers to be presented at the conference. The presentation topics had its association with “Multi-economy Activities of the APEC CTF”, presented by Dr. Witaya Jeradechakul, Executive Director of the APEC CTF; and “Foresight Activities and Strategic Policies of Thailand”, presented by Dr. Chatri Sripaipan, Vice-President of National Science and Technology Development Agency – Bangkok, Thailand. The conference was significantly considered fruitful as shown by the numbers of technology foresight experts took part on each session; 9 economies and 4 European countries. There were up to 500 interests from educational institutions, private and public sectors in Japan registered for the Conference.

At the Conference, each session offered knowledge and information about technology foresight and S&T policies of other economies’ experience. Six sessions were composed of themes for each session, such as:

• S&T Strategy and Foresight
• Perspectives of Emerging Technologies
• Information and Communications Technology
• Foresight Activities in European Countries
• Multi-country Foresight Activities
• Foresight Activities in Asian Countries
• The Potential of Technology Foresight

Besides the topic presentations that APEC CTF and Thailand addressed on, Professor Greg Tegart, the Executive Advisor of the APEC CTF was as well invited to present a paper on Nanotechnology based on recent APEC-Wide project on “Nanotechnology: the Technology of the 21st Century. This presentation was incorporated under the information and Communication Technology.

Finally, this event provided good opportunity for the APEC CTF to meet other experts and importantly to build up technology foresight alliances and future collaboration projects.
