Office of Atoms for Peace (OAP) Foresight

APEC CTF helped designing and facilitating a scenario planning workshop for Office of Atom for Peace, Thailand (OAP), followed by a series of foresight workshops aim to facilitate the development of a strategic roadmap for the organization. The strategic roadmap for OAP is considered as a guideline of possible changes, trends and uncertainties that are bound to take place in the next 10 years. This project is at the moment an on-going process and near to completion. Three research methods were chosen and applied in this project: Scenario planning, Stakeholder analysis and roadmapping. The first workshop was held during 28 -29 September 2010 at Phukhaongam Resort, Nakhonnayok under the name “Kick-off OAP Foresight” with 64 key participants. As results, the workshop obtained 4 different perspectives scenario.

The second workshop was held on 25 May 2011 at the Office of Science Technology and Innovation Policy (STI) under the name “Stakeholder Analysis Workshop” with 37 participants who are executives, senior officers, and scientists from OAP. The stakeholder analysis was applied throughout the group discussion to identify and categorize stakeholder into 4 groups (High Power/High Interest, High Power/Low Interest, Low Power/High Interest, and Low Power/Low Interest)

The third workshop was held on 26 July 2011 at Rama Gardens Hotel, Bangkok. All the participants were stakeholders in the first two groups, for instance: governmental organizations, the academia and the private sector. They participated in active brainstorm and fruitful discussion to give recommendations towards the future of OAP.

The last workshop is planned to take place on 7 September 2011 to finalize the 10-year roadmap for OAP and it is expected that the final report of the project will be submitted to the OAP in late September 2011, and to be considered by OAP’s Policy Board which is chaired by the Prime Minister.
