Malaysia
APEC Center for Technology Foresight (CTF) was invited to facilitate
a three-day foresight workshop for key research staff to look for plausible
futures of research and development paths for the Universiti Sains Malaysia
(USM) in the next 10 years. The program had run from March 6 to 8 at the
Hotel Equitorial, Penang.
Technology Roadmapping 2001

The Center provided
a half-day training workshop, for the Center team and others, led
by Professor Ron Johnston, Executive Director, Australian Center for Innovation
and International Competitiveness Limited (ACIIC), University of Sydney,
Australia on December 12 2001. There are 32 participants from NSTDA,
Ministry of Science, Technology, and Environment, and a participant from
private sector. Professor Ron Johnston conducted the workshop including
presentation lectures
on the Technology Roadmapping.

Malaysia
The Center was invited to provide
a 4-day foresight training workshop for officers of the Ministry of Science,
Technology and Environment of Malaysia, from 7-10 May 2001. This
formed part of MOSTE’s preparation for a national foresight program.
Vietnam
The
Center also was invited to conduct Technology Foresight Workshop on “Food
Processing in Vietnam” for National Institute of Science and Technology
Policy (NISTPASS), Ministry of Science, Technology and Environment (MOSTE),
October 22-25, Hai Phong City, Vietnam. This training workshop was
a result of the “APEC Symposium on Technology Foresight”, April 23, in
Hanoi and it was a starting point of the Technology Foresight activities
in Vietnam.
Foresight Training 2000

The Center organised a general technology foresight training workshop
with participants from 6 APEC economies in 1998. However, it was
regrettably unable to repeat this success in the following years due to
the economic downturn, since such events need to be self-financing.
The Center concentrated instead on training sessions in one economy, with
three one-day events in Thailand and one in Malaysia.
Within Thailand, Center staff conducted a scenario
training session using the theme of “Food Safety” for students at Mahidol
University’ s Department of Public Health. In Malaysia, a scenario-planning
training was conducted for the Construction Industry Development Board,
who were in the process of developing a Master-Plan for the national construction
industry. In addition, visitors from Vietnam who were involved
in setting up a national foresight unit, spent a week at the Center to
learn about foresight and observe a scenario-planning workshop.

1999

In 1999, the Center shifted its
training focus towards organizing/facilitating training at a national
level. The Center provided a scenario-planning training at the Faculty
of Public Health, Mahidol University on the theme of ‘Obesity’.
In addition, two one-day training sessions were organised for planners
from various Thai organisations, titled “Foresighting to Create a Learning
Organization”. These were facilitated by Professor Sohail Inyatullah,
Honorary Visiting Fellow at the Communication Centre, Quennsland University
of Technology and Co-Director of the Noosa Institute for the Future, Australia.
These seminars were a ‘toolbox approach’ to using methods from futures
research, including Scenario-Planning, Causal Layered Analysis, Emerging
Issues Analysis, Visioning, and Backcasting.
Foresight Training 1998
4-6 February

The Center’s first training
workshop, held on the occasion of the launch of the Center, attracted
30 participants from 6 APEC member economies: China, Indonesia, Malaysia,
Singapore, Chinese Taipei and Thailand. The workshop was limited
to this number in order to maximise the learning opportunities of each
participant. The workshop included an introduction to foresight,
planning and implementing a foresight project, wand ‘hands-on’ experience
of 2 key foresight techniques - Delphi and Scenario-Planning. The
workshop was facilitated by the Director, Prof Greg Tegart and members
of the Center’s International Advisory Board: Prof Ron Johnston (Australia),
Dr Taeyoung Shin (Korea) and Mr Terutaka Kuwahara (Japan).
