Summary Report of a Training Workshop
Technology Roadmapping: A Strategy for Success
10-12 September 2003, Siam City Hotel, Bangkok, Thailand

Attendance: 30 participants
from 7 economies (1 Hong Kong, 1 Japan, 1 Korea, 1 Malaysia, 1 Philippines,
1 Chinese Taipei, and 22 Thailand)
The APEC Center for Technology Foresight
with kind support from the Government of Canada, organized the two and
a half day training workshop on Technology Roadmapping: A Strategy for
Success. The workshop was led by Mr. Geoffrey Nimmo, Senior Innovation
Advisor of Manufacturing Industries Branch, Industry Canada. This event
was open for all APEC member economies, public and private sectors, especially
to the S&T planners or any interested persons who wish to understand
technology roadmapping and its development and how to develop TRM projects.
Participants:
There were total of 30 participants from
government, private sectors, and universities from 7 economies, including
APEC CTF members. APEC CTF required that the participants fill in the
on-line registration of how they learnt about the workshop, they responded
from various source as follows:

Conduct of the workshop:
Mr. Geoffrey Nimmo kindly provided the
handout materials including CD Rom to all participants. A full day was
devoted to presenting TRM theories and examples from the Technology Roadmaps
in Canada with interactive discussion during the lecture.
The second day of the program was followed
by actual TRM workshop exercises on “BIKO: the bicycle of the future”
which participants were, step by step, asked to discuss, brainstorm to
develop the future of bicycle products. The participants, divided into
3 groups, were actively engaged in the roadmap elements - market demands,
the products needed , and the technologies required to develop bicycle
products. They came up with bicycle parts and products of the future.
Most of the participants agreed (from their comments) that the exercises
were useful for their learning experience.
At the last session of the final day,
participants from Korea, Dr. Byeongwon and Mr. Seok Ho Son from Korea
Institute S&T Evaluation and Planning (KISTEP) had a chance to share
their experience on TRM and gave a presentation on Korea’s NTRM
(National Technology Roadmap), which drew excellent attention from participants
to follow up and to obtain more information about the project. The presentation,
shared at the meeting, was very interesting so that many participants
and interested TRM practisioner requested to obtain the presentation.

NTRM project outline. It is evidentally urged that TRM is increasingly
becoming an international technology planning process.
Outcome of the meeting:
The workshop was convened with these
main objectives to:
- share useful information, background and experiences
related to Canada’ s development of TRMs;
- provide examples and sharing current thinking on the
development of TRMs; and
- work interactively and collaboratively to develop
elements of a TRM.
TRM:
Technology Roadmapping differs significantly
from other planning and analysis tools. First, it is driven by "market
pull", that is, the technological innovations needed if companies
are to serve anticipated future markets. Roadmapping is not driven by
"technology push", what can be done with the existing stock
of technologies. Second, it builds on a vision of where a company or industry
wishes to go and what technologies are needed to get there. Third, it
provides a route for achieving the vision, by helping companies or organizations
identify, select and develop the right technology alternatives needed
to create the right products for future markets.
Currently,
various types of TRMs exist, including company and sectoral roadmaps.
Canada focuses on sectoral roadmaps which present an industry's consensus
on technology requirements. Canada has produced 14 TRMs and is currently
developing a further two. These Roadmaps, along with further information

Additional comments from participants:
17 out of 30 participants gave additional comments to the evaluation
questionnaire. Comments were all straightly positive, full with
additional suggestions for participants’ future projects.
Note that there were no negative comments! Comments are listed
below.
"As one of the Industrial Technology Advisors,
I am more equipped with enough conceptual framework and examples
of what is, how to develop, and cost/benefit of TRM in order to
advise and disseminate the idea throughout the related industries".
"I hopefully can transfer knowledge for
the benefit of others. It would be nice if the CD contained the
actual references and reading materials, especially as I am very
interested in getting more details. Geoff was excellent and the
materials very nice. I wish the course was longer in duration".
"I have the project on Technology Foresight
on industrial sectors and that is why I need to learn knowledge
and experiences about TRM clearly.
"The discussion and group work sessions
are very useful in applying the information required in the lecture
sessions".
"Since Electrical and Electronic Institute,
together with Office of Industrial Economic conduct a study project,
Technology Foresight for Electrical and Electronic Industry. We
plan to use TRMs as one of the methodologies in this project".
"Actually I'd like to know the methodology
of TRMs but in the workshop didn't tell me about this. I didn't
know the correct way to do the TRM (How to brainstorm; how to
be a facilitator)".
"Well, I think for this type of seminar,
exercising is really important and I did learn a lot from the
exercises. However I still think that I need to practice more.
This requires further reading and learning for life. Anyway, thank
you for your kindness, time and effort you spent with us. I am

"It is important to modify TRM to this culture
about management, coalition, and clearly commitment. TRM is new
idea to provide optimize technology utilization".
"We are joining with Education of Thai Industries
doing Agriculture industry roadmapping. TRM process is useful.
It can be adapted and applied for this work. Information on case
studies presented still lack of indeptness".
"We have a plan to implement TRMs as a tool
to assist some targeted industries, in Thailand. I personally
wish to see the techniques on how to collectively vision the future.
An example is how to look to the past and detect patterns them
predict the future. And the pre-competitive issue is also important
for the process of industry participation".
"ITAP, my work, will use TRM to pursue and
convince a firm, and assist to implement their TRM. Due to no
TRM in Thailand at present, I and my colleagues will try our best
to convince other related departments to establish TRMs. We plan
to write in Thai language in order to promote this too. Need more
workshops such as intensive workshops for leading departments,
workshops for facilitators of TRMs. It's very good start for me.

"Actually I expected a kind of TRM tools
that can be applied in a firm/organization level. But I've learned
from the workshop, and I've agreed that doing a TRM for industry/sector
level is more proper for Thai SMEs".
"We may organize this kind of training workshop
to government employees, industry and researchers. As suggested
by the director of APEC CTE, it will be good to have an international
TRM meeting on the common concerns. I will definitely attend the
meeting".
"I think TRM is very creative work. So I
think this workshop is very helpful to me because its a good chance
for me learning other countries people thinking process and if
there are other plans for TRM workshops, I hope more countries
will attend the workshop".
"Very interesting for me to apply the TRM
technique in my project, but the time period is very short just
three days. Should extend the time maybe 5 days is appropriate".
"The process is very interesting to gain
collaboration from various parties. We need to sell the idea to
top management first. Implementing TRMs requires leadership as
well".
"I intend to use the TRM tool to formulate
national policies and review present policy formation process.
TRM is a logical and systematic tool in planning and evaluation.
It is a perfect tool for my commission".
