Technology Roadmapping: A Strategy for Success

The APEC Center for Technology Foresight with kind support from Industry Canada, is organizing a training on Technology Roadmapping. The workshop will be led by Mr. Geoffrey Nimmo, Senior Innovation Advisor of Manufacturing Industries Branch, Industry Canada and will be held during 10-12 September 2003 at Siam City Hotel, Bangkok, Thailand. The event is open for all APEC member economies; public and private sectors, especially to the S&T planners or any interested persons who wish to understand technology roadmapping and its development and how to develop TRM projects.

The Challenges for Technology Roadmaps (TRMs) lie with their applications. TRMs for companies are type of Roadmaps. However, in Canada and to a great extent in the U.S., TRMs are dealt at a sectoral or sub-sectoral level. Government acts as a catalyst to bring the possibilities of Roadmaps to the attention of industry; once the Roadmap is begun, industry drives the process. Roadmaps at such level allow companies to involve in a Roadmapping exercise to become better acquainted with other companies in their sector. In addition, TRMs at a sectoral or sub-sectoral level have often led to increase in partnerships and alliances of the sectors. The following is a brief description of Industry Canada TRMs.

  • assess the feasibility of a technology roadmap for a given sector;
  • approach industry about leading the process;
  • gather sector-specific information and organizes the process;
  • establish, with industry, the involvement of appropriate stakeholders;
  • coordinate support from government and industry;
  • find an industry champion to lead the process;
  • provide seed money to cover the expenses for participants.

WHAT IS TECHNOLOGY ROADMAPPING?

DEFINITION

TRM is a needs-driven technology planning process to help identify, select and develop technology alternatives to satisfy a set of product needs.

KEY CHARACTERISTICS OF TRMs

  • Industry and market-driven
  • Time horizon commonly 5-15 years
  • Basis for a manager, or investor, making strategic business decisions
  • Requires cooperative engagement of all major stakeholders
  • Major exercise

Benefits of TRM are applicable to industries, business sectors, government and research institutions, and etc.

Geoff Nimmo has been a member of the 6CP since October 2000.

Fields of expertise:
Policy analysis and formulation in the areas of science and technology, investment, and trade.

Short CV:

Mr. Geoffrey Nimmo is currently a Senior Innovation Advisor of Industry Sector of Industry Canada. Upon his graduation, in the MA program in International Relations, he worked for a member of Parliament (who became a Cabinet Minister), worked for the Canadian Export Association (a private sector body), for Investment Canada, and for the International Business Branch of Industry Canada. Prior to his position with the Industry Sector, he was a Senior Advisor to the Advisory Council on Science and Technology, the Private sector Advisory Board reporting to the Prime Minister on the Knowledge-based economy. He has headed up The Technology Roadmap in Industry Canada for the past three years. During that time, a number of Technology Roadmaps (e.g. Intelligent Buildings; Fuel Cells; Lean Logistics) have been initiated by Industry Canada and completed by industry. In addition, two publications explaining Industry Canada’s approach to technology roadmapping have been developed:

  • Technology Roadmapping :A Guide for Government Employees
